I think the laser part is possible without the rod of harmony, but you'd need to take ever opportunity to go closer to Mutant Otherwise you're just too slow
It's the "Precision Seal" from Fargo's Soul's Mod which is dropped from Eternity or Masomode Empress of Light. Fun fact, it's one of the many Touhou references within the mod, as hitbox showing mods are Touhou's first mods, and I believe more modern Touhou games have it in vanilla now.
