They'd have the launchers set up as a secondary target to begin with and they'd strike them regardless of the situation with the warheads. They wouldn't have aborted the mission. In fact, they'd likely take the launchers first because the anti-aircraft was located there, then mop up the warheads with gun runs so a ground unit could fly in and take the warheads.

The only way to recover the cores would be to repossess them. At best, an attack such as this would have simply ruined the launch capability. It would not have destroyed the nuclear material.

It was a video of a bombing run on a bridge and some guy on a motorcycle just past the point where the bomb would struck seconds later. The officer in charge of the presentation and the news crew just giggled at the guy's miraculous escape. Their reaction to a guy nearly blown to bits was a very chilling thing to hear.
The whole issue with this particular scene is that it is almost common knowledge now that unless the warhead itself actually detonates as intended...there will be no nuclear concern like they made there out to be.

people love to criticize this movie, just for reference, a real world official military strategist said that those F18 juggling to bomb that target on Top Gun Maverick movie was beyond preposterous, there is a much efficient, much more safer, and much more lower cost answer, but.... is no fun, we love to see actors struggling against high G, the thrills, the cliches, the complete nonsense action (those SAM's missiles uses radar to aiming not heat, a 5th generation can not lock on target in a canyon at low altitude but a F15 can, and so on), we enjoy the ridiculous as long as it is enjoyable.
