It was probably too hardware intensive for the PS1. Framerate is important in a racing game like this, so they had to cut corners wherever necessary to keep things nice and smooth. This is also likely why the characters are so low poly while in their karts, and only get more low poly as more players are on screen.

I remember back then when it was MK64 vs CTR. I liked both but initially thought MK64 was the better game. Later on I realized crash was much better.
