TL:DR: Turkey may be one of the worst cases, but it is not the only bad case by a long shot.
Ok, so the Turkish one is one of the worst, but what I am saying is that a lot of them don't adhere very well to those 2 aspects. Take the USA, for example. The system is for getting data not education, and it uses that data as evidence that it is succesful. So it has one aspect that barely exists and the other implemented badly. Turkey may have the most extreme case though, and I wont argue against that, Im just saying that a lot of countries dont handle it well.

In humans it's more related to the fact that our perception is based on sight, being next to the wall blocks sight but it IS more comfortable.
