7:07 there are multiple reasons: Sans is fueled by anger and grief in the genocide run, Sans is a very secretive person so probably literally no one knows of his magical capabilities except Frisk and Flowey and he wants to keep it secret, Flowey is literally stewing his soul right now so he probably can't use his magic, he has literally only 1 hp, at, and df, so he's pretty weak, so using his magic on the spot would probably be difficult and in the genocide run he probably prepares by getting a lot of rest and saving his energy, etc etc
