I like the way Ming described but for sugar because I made small portions of sweet rice I used 80% of water in rice bowl mix with 1 tbsp of sugar and some salt for wet the hand and what ever leftover at the end I poor over sweet rice, the taste is just perfect.

I think the glutinous black rice did not fermented well in this video because there is not much liquid. Too much sugar and water were added too to compensate for the failed fermentation. I think if you make a video you should show a successful tapai process and expected end results at least once. The end result here is a not very good tapai because something went wrong. I add zero sugar.
When I make the black tapai, there was always not much liquid, but sweet. Only the white tapai will have more liquid at the end result. I never add sugar water to mine though. I eat as is.
If you wanted more liquid, you had to cooked sweet rice a little soft by adding a little more water and at the end poor dipping water in the sweet rice.
