Despite included or not in the marking, there might be another reason for this. This reason is very well practical and also reasonable. The discharging of a cell causes no change in its e.m.f. What does it result is that its ability of drawing current is reduced. This is physically explined in terms of its internal resistance. As a cell gets discharged, its internal resistance becomes substantially increased due to forming chemical impurities inside it. Therefore, smaller a change in current makes larger a reduction in its terminal voltage. This is a good practical sign to test a batery and even car bateries are tested like this. When a cell which has completely been discharged is tested with potentiometer, it sill shows its e.m.f. unchanged. When it is tested while drawing a small current from it, it will be almost zero. Change in external resistance will no longer affect this. Alternating answer suggested is that "Cell has been fully discharged" Best! Long comment, sorry
