I actually agree with may and jeremy. i was riding my bike around town one day, when along comes a fire engine. I was about 60 meters away from it, yet the noise made me feel like my head was going to vibrate apart. Its hard to describe what it felt like but it was absolute horrible.
To be fair I have my music on volume 40 of 60 and I can’t her any sirens in the uk, I just see everyone else responding to sirens and then I notice them...
i grew up on RAF bases in the 1980's, if you think that sirens are loud then you are all seriously wrong, sirens are like new born kitten meows compared to 80's fighters and V force bobmers taking off and flying low over the houses.
The other day on a four way junction with my driver going home, our light turns green, but then an ambulance appeared out of nowhere. That ambulance should have warned us.
In Canada and the US they turn off the siren if there’s no one on the road. No one in their house needs to know about a car accident in the next town at 3 in the morning.
Here in Australia I've seen both, leading me to believe it may just be how courteous the particular driver of the emergency vehicle is feeling, what service it is, or the nature of the emergency. Had the misfortune of calling several firetrucks to residences in small hours of the morning, none of them used the siren. But seen plenty of ambulances flying along an empty road with the siren on. And police cars just tapping the sirens to run a red light and so on. It's not complete folly having the siren on for a seemingly empty road, they'd want to dissuade motorists coming up intersections from pulling out on that road as well and temporarily unseen stuff like that.

So it's really up to the driver here - and it depends on the situation. Sometimes. I've found, it's better to actually *not* turn the siren on as it can also distract motorists too much. I use mine depending on daytime, traffic and location.
They could make a system where new car radios will receive a signal from nearby emergency vehicles and warn the driver directly. Obviously would only work on new cars so there would be a transitional period but we could eventually reduce the siren volume to low enough to be reasonable while still loud enough for a pedestrian to hear
If you're old enough, you should remember when police, fire and ambulances had bells. We heard them coming, looked in the rear view mirror (something people DON'T do anymore) and moved out of the way. Everyone was happy and those damn nerve jangling air raid sirens were not needed.
Police in my neighborhood rarely turn siren on in night time, they only flash light if there is a emergency, since there is no much traffic to get in their way in night time.

They ARE too loud and they also shouldn't be used during the night. And because they start off loud instead of very gently fading up, they make you jump 30ft in the air. If they gently faded up over the course of even just 1-2 seconds it would make so much difference.

Sirens in the Netherlands for instance have a night / residental mode which dims the siren if it doesn't need to be heard very far.
