बिलासपुर लोवर हिमाचल का सबसे खूबसूरत जिला है, जब ये रियासत थी, तो इसे अमरावती भी कहते थे क्योंकि रियासत काल मे कहते हैं की केहलूर बिलासपुर शहर का वैभव स्वर्ग से कम नहीं था, यहाँ तक कि लोग भारत के मैदानी भाग से यहाँ बसने आ गए थे। यहाँ के चंदेल राजा बहुत प्रसिद्ध थी, और आज के शिमला से लेकर सोलन और नालागढ़ तक के सभी राजा केहलूर के राजाओं के सामंत थे। तथा केहलूर बिलासपुर सबसे समृद्ध रियासतों में गिनी जाती रही है, बाहारी आक्रमणों से भी केहलूर रियासत आंतरिक पहाड़ी रियासतों की रक्षा करता था। इसीलिए केहलूर को पहाड़ों में बढौना रियासत भी कहा जाता रहा है, जिसका शाब्दिक अर्थ होता है, बचाने या रक्षा करने वाली रियासत।
