Raids, 4 wins in PVP (sometimes 2 wins as well), Party missions (rare, but it does happen), and special researchs have them sometimes as well.

if you're going up against Palkia, it still takes neutral damage from grass type moves. So yes, Power Whip does more damage than Dark Pulse.
