If you remember, Piccolo in that movie, has the same power level of Vegeta in the Saiyan Saga, 18.000, confirmed by the scouter of Turles himself, and Turles defeat Piccolo easily.
Considering that this movie's consistency of power level is quite very irrelevant, even Turles used the moon fission ball to make Gohan into oozaru, and we kjow that ball also takes alot user's energy and we see Turles was also quite exhausted after throwing the ball, and heck even Piccolo in some weighted outfit has the power level of 18k so imagine how his new power level would be if he taken it off, yeah its quite stupid how Turles has obliterated Piccolo unless Piccolo has been weakened so much to where he's weaker than him. And Turles didnt even flinch when he saw his comrades get easily manhandled by Goku when he uses kaioken attack, shouldn't Turles be concerned of it? 19k power level for Turles is quite laughable the way we saw how the scenario went in the show, his power level should've been like less than 30k since Goku’s full power was kicking Turles ass and he had to grab the fruit to overpower Goku in kaioken x10.
If only they released more official power levels and multipliers. The only official ones are whatever the scouters/Frieza said iirc. There are guides that list things like SSj1 and SSj2 being a x50 and x100 multiplier, but then they list SSj3 as being a x400 multiplier which is just way too high.
