What's the interpretation for these lyrics?
At first I felt like he is asking for something toxic.
When clouds are on the horizon, it means bad things are about to happen, storms, disaster.
When it's sunny or you can see the starts it means that the weather is peaceful.
I was wondering why is he asking for clouds and rain? Why is he saying that _"Heaven sent me your love..."_ ?
Heaven-sent means wonderful, miraculously good outcome.
_"... but it keeps me chained."_
It sounds like a man who hates everything good. Hates nourishing love. Dislikes a healthy relationship.
What are those *roses* he is talking about?
It makes me think this is a traumatised person who sings about how his love can only bloom in adversity, kinda like Stockholm syndrome. He can only develop feelings if he is at least a little abused. Like his love can only grow from being hurt.
However, there's another type of interpretation that I feel exists.

When I hear this I think of a boy who has a beautiful garden of roses, Ruby red in color. And it always rained where he lived. But one day, he sees a girl in the rain smelling his roses. He goes out to ask her what she was doing, when she looks up, see him, and runs off. He sees upon closer inspection that the roses she touched are pure white. After that every Thursday at 4pm, he'd see that same girl with bleach white hair, and green eyes. One day he catches her, and they become friends. But one day, she stops coming. He gets a notification from his phone of an accidental car crash.
"Woman around twenty with bleach white hair and green eyes has been hit by a car on 93rd St. She was holding a basket of treats along with a letter addressed to Rosy boy. Her ID says her name was Bexley Ann....."
