I used to get the same question from my county colleagues when I went to London..... The answer is very easy..... Most central London properties have residential or commercial property above the ground floor. So, the risk is of residents or workers being trapped above a fire. As someone said previously heat rises. So, even on an Underground railway station, a TL or HP would be on the pre- determined attendance list..... Simples 😅
