Yes in Touria there is a chance of getting permit in the spot itself in Morning Safari.
Just go 1 Hour prior to your safari or take help of Resort owners.

National park me scam chal raha hai... Tourist root alag hota jisme animal kam milte hai . Forest duty root me sabhi animal dikhte hai .

Thanks for your Concern.
Only 20% of Core and Buffer zone is open for tourism as per NTCA Guideline, hence animal spotting is less in some the cases.
And for forest official need to protect the animal and check their status as well as they need protect them from poachers hence they can move to other parts of the jungle which is open for tourism, hence they can spot more animals.
