The Rider Tarot is absolutely THE BEST (in my opinion) for learning Tarot! So many decks are based off of that deck, which does include the Modern Witch Tarot. The biggest differences are in the diversity of skin tones and gender expression. Tarot is fairly expensive, so it's good to take it slow and make sure you absolutely love the art. After I started making Tarot reviews, I noticed that lots of other reviews existed and it does help me with purchasing.
