No, its a noob mistake to clean the oil out of the legs before riding. When u doing this all fresh dust immediately pushed through a dust seals and attached to foam rings... Better wipe old mud without pushing hard in the dust seal area, then turn bike upside down for 10 min until oil lubricates bushings and comes into foam rings, then after u push the fork and create New fresh oil coating on the clean legs... U r Good to go.
You need to mess with rebound adjuster on the bottom on of the fork leg. To decrease rebound speed (slower return), turn the rebound adjuster clockwise. To increase rebound speed (faster return), turn the rebound adjuster counter-clockwise.

Your brake hose is installed on the wrong side. It should be on the inside of the fork's leg, not outside.
