I know you mentioned this hud mod is Fallout 76 HUD but do you have the preset? It doesnt look like this HUD is exclusively Fallout 76 HUD
Munitions does not require SE. Only required for the optional New Vegas Ammo Names patch which needs robco patcher and robco patcher needs SE.

Its base on a real world anti-tank rifle. Soviet PTRS I think, but the author (DegenerateDak) covers it in his own video on his channel.
The most important mod they need to get going is the high fps fix. The current one doesn't work for the next gen update.
The Select Blaster can also have advanced animations that have you twirling you weapon when holstering and drawing.
