for some reason deepwoken slow debuffs are super inconsistant

to make the build you need to get 90 medium before getting 80 frostdraw, equip nocturne and shrine of mastery to 89 medium, never switch weapons or you cant equip it forever, get 80 frostdraw after that, or you can just pick a race with good stats

i equiped it then used shrine of mastery to lower medium by 1, it stay equiped, but they added something recently so if your stat is lower than your weapon requirement the damage get heavily reduced so you cant do that anymore
