We've already seen it in the Ukraine war on both sides, it's just straight up a strategy that can't lose because even if it's unsuccessful the cost to the defending side will be astronomically higher.
AC130 is still an excellent and underused meat grinder (like in old school MW series I tend to prefer it over the chopper gunner, which can be too easily taken down)

I saw a show or a UA-cam video. They talked about tiny drones that can be released by the hundreds over a populated area. Each drone is designed with IR tech. It is looking for a heat signature within a spectrum that of a human. Once it finds the heat signature it flies directly at its head and the 1oz of plastic explosives takes out the head. This was over 10 years ago. Today all of this tech is off-the-shelf technology.
