Next time you remove the Maxi head and there is mud in the bottom, I would suggest you add an extra shot. A shot of the sprinkler system turned on with no head installed will flush all the mud out of the hub. Then you can turn off, reinstall into a clean hub, mud free, once the water is clear. I have some experience in the irrigation world and I would say abandon old technology like the impact sprinklers and replace it with Hunter PGP or Rain Bird 5000. I would recommend the MP Rotators in with Hunter Pro Sprays body’s. The MP Rotators let the soil soak it in take in the water instead of just throwing out there where the water will just run off. Also quick note, don’t go to Home Depot or lowes because the stuff they sell there is cheap plastic and won’t last that long and it’s expensive. I recommend going to a irrigation distributor or ordering it online because it’s cheaper and your getting a quality head that will last longer.

When underground sprinkler heads get full of dirt, it is usually time to replace the whole head. The pop up riser gets all scratched up from the dirt and no amount of cleaning that pop up riser will make it pop back down the same as it was new.
in the fence area you should have replace the tall ones with the maxi- paw heads so their flush with the ground you will still have trouble with the tall idea . flush .

You need to replace your above ground riser impact sprinklers with in ground pop up impact sprinkler heads.

How does earth and grass get into the maxi paw , especially if the sprinkler sits back in the casing after use...
Over time they sunk down too low.
