There is a confusion
According to the concept you told, all the ER local trains leaving howrah should be down and coming back to Howrah is the UP train, whereas they are numbered just opposite
.......
The down and up train depends upon the trains running towards sea surface or on opposite direction
Suppose if a train runs towards a station along side or near sea surface that would be a down train and if the train runs towards more elevated areas or opposite direction from the sea line that would be an UP train
