In America you would to have because a typical American appartment block will turn in a torch in minutes when you set a fence on fire on the outside, this brick and concrete building will take it, and even when a window breaks and fire gets into that appartment its construction still will prevent fire from spreading for a long time. Apart from some laundry and garden chairs there is nothing that burns on the outside of this building, the fire was the wooden fence and maybe a garden shed, probably set on fire by vandals.
Most likely a bbq that got out of control. This is what can happen if you use bbq's, chimneys, and garden waste incinerators irresponsibly or leave them unattended while in use.

Why would you evacuate if there is just a little fire 50 meters away on the outside corner of the building, and you can already hear the sirens?
