I live in the US and I just changed my region to Canada so I could download the game. (For iPhone go to settings > apple ID > Media & Purchases > View Account > Country/Region) This does cancel any subscriptions you have on your phone though.
No, you both got the reward from the legendary drop, it was just not visible. If you got a skin you'll see it in your brawlers (search every single one). But if you didn't find a new skin, you probably got sth else like credits
