How we could make a Webhook so for example when a Plugin is installed to send a REST API call to a 3rd party backend?

You could use a hook to check when a new plugin is installed then push a message to a particular website url.

If you use POST in methods you cannot access that directly on the URL, if you want to test on the browser URL then you must add GET in methods.

I am not sure of your situation because APIs work differently or a designed in various ways. You might need someone well versed with the API or can read the documentation to help you with that.

Well, you can make your own authentication implementation. One would need to know your endpoints, the parameters needed to pass. Now WP 5.6 has application passwords that allow someone who is a user to use the applications you create in WP. However, out of the box, any endpoints you create have no layer of auth. However, there are so many auth plugins you can use.
