    They did not explain how hand warmers work. If What they say is the case then the hand warmers would have been activated before use.

      They're sealed in an air tight package. No oxygen = no reaction.

      They did explain how they work, just not how they're made. Can't oxidate without oxygen. Put the ingredients in a sealed environment, replace all the oxygen-laced air with something less-reactive (like nitrogen), mix the ingredients in the not-oxygen, put it in a permeable pouch (still in the not-oxygen), and put it all in an impermeable container for shipping/storing/selling (yep, still in the not-oxygen). Voila.
