I believe that there is an element (albeit small), of how good in certain respects, but yes, mainly based on facilities. A 5-star hotel for example, the AA are looking for how immaculately turned out the staff are, according to their website. Also how well things are maintained. There are some really good 4-star hotels, some that are questionable, then some that were 4-star but haven't paid to be reassessed for a while, yet still advertise their old rating (not this hotel I must point out!). The Carlyon Bay Hotel was excellent in every respect. They even have staff greeting you at the main entrance, which is rare for a 4-star hotel.
