Nobody offered him a safe passage, that's long past. He was offered it in the beginning of the war but preferred to "di-e for his non-existent cause. Now that he's close to doing just that, he's begging for it. And I personally don't believe he'll ever give up hostages. He'll kill them out of malicious vendetta, just like he was doing it all along.
