1. Solar panel does not have any capacity. It is not 250mAh, it is 250mA.
2. 5v solar panel can give out less then 5v or more then 5v, so it can destroy your phone. That can be fixed by 5v voltage regulator, but nice concept

For a 5v regulator to work, you need at least 7v. The solution is a buck boost converter
