A stateless widget will react to changes from it's parent, or for example, an inherited widget. If you use something like provider or streams, to send new "state" to a StatelessWidget, you can animate the StatelessWidget or its children. This will also work for implicit animations, regardless of whether they are in a Stateless or StatefullWidget. Performing an animation is simply calling the build method over and over again for a widget and updating some properties to do changes over time. A StatefullWidget just provides a built in way to trigger a rebuild - by calling setState. But there are many ways you can trigger a rebuild of widget.
Explicit animation would be an animation with a controller. So in that case you just call animationController.forward(). There is an example in the video.

null safety - you need to make your function _updateState() nullable by adding '?' Should look like this:
