Do you wait till you are invited by the college to do interviews? Or you contact them proactively to get on their interview list?

In most cases, yes, you need to wait for an invite (which usually comes after applying), but as this video details, in some cases you can proactively interview before you've even applied by signing up for a pre-application interview as early as the summer before your application season begins.
