No he knows how to keep time...he is playing an arrangement that doesn't adhere strictly to the timing of most classical players. Takemitsu has a way of putting more dissonance chords almost jazz voicings and playing loose with the time. Personally I prefer to listen to Yates version which adheres closer to the melody...but this is phenomenal and a very difficult arrangement to get through.

Ian Grant That's because it's an arrangement; Takemitsu has put his own style on it with the intention of the mood sounding different to the original.
