I’m conflicted because people say it’s one of the girls from Helltaker and some ppl say it’s Vaggie from Hazbin Hotel. What is her reference character?
I think Hell's Belle is a Hazbin Hotel reference since most of the Helltaker girls have normal skin color, with the only girl to have darker / grey skin color being Judgement and since Judgement doesn't have any red in her clothes, it's safe to assume this variant is a reference to Vaggie
The random debuffs. Basically you can cripple the enemy into oblivion if you: A) Don't deal too much damage too quickly B) Are lucky enough or have enough Accuracy (both preferably) I think the preferred method of building her is low to no Atk investment but serious Accuracy/SpCD/MGain investment. Also she's supporting her team by providing timeless Evade, that's cracked on its own.

Her hex ability and her buffs of teammates, though I think phantom or night terror make a fine substitute.
