To host international cricket events in Nepal as a neutral venue :
1. Stadium capacity and infrastructure needs to be upgraded. The basic things like toilet for audience comes into my mind. Get the basics right first. It need not be a seated stadium. Nepal can follow in the foot-steps of New- Zealand's open "boutique/picnic" esque model for now.
2. Hotel infrastructure needs to be increased and upgraded. (Ktm and Pokhara's hotels tick the box even now)
3. Security concerns. ( Politics come into play esp. when matters surround Pak and Ind, in such a large event)
4. Quick and reliable specialist Hospital access. (Possible in Ktm. But perhaps not on other venues as of now?)
5. Good basic infrastructures : Reliable roads, etc. ( Why do you think people opt for the UAE, for neutral venue, because they cater every need and have much much better infrastructure. Like Avinash said, the T20 Asia qualifier venue was "given" solely based on the massive and successful audience response in Nepal.
