I would say the bigger issue is that most agencies do not do enough training on arrest and control tactics, such as getting the person to the ground and controlling them. Once the subject is controlled application of this Hobble is relatively easy, I have applied it to resisting subjects on at least 30 occasions during my career, the problem is not the Hobble, it is the tactics leading up to that point.
Yes, you are correct, but on the upside if they keep their legs straight they aren't trying to kick you or get up. There are various techniques where you can bend the legs while still controlling the subject without injuring them. Great observation though.
What about if the person is already in the back of the police car and they start kicking the inside? Would you demonstrate how to put the hobble on a person that is in a seated position like the back seat of a police car.
I would not recommend trying to apply the Hobble while the suspect is seated in the back of the car. I would wait until you have at least two and preferably three Officers on scene, remove the suspect from the car, and then apply the Hobble as shown in the video. Once the Hobble is applied I would follow your agencies policies and procedures regarding transport after that.
