How can you have a HOF with out the greatest hitter of all time . He did not cheat , he broke the rules. Had he been on Steroids , illegal bats etc. I could say no to the HOF. His play as a player speaks for itself. As a manager he broke the rules betting on his team to win. Never has he been accused or proven he bet against his team. That could be called throwing a game.
