The reason Cole wins is because even with all of those copied powers Delsin can’t master all of them. He has to drain core relays to even gain a fraction of the original conduit’s power so unless someone was giving him hundreds of those on a platter, which is unlikely since they were DUP made, he can’t access even partial potential of each power. Cole on the other hand, while not Kessler level yet, was still in his prime and mastering his electrical abilities day by day. Plus he had access to some Ice abilities adding variation to his kit. If Delsin tried to copy Cole he’d be powerless until someone spoon fed him core relays like he was with Augustine. That’s if it even worked at all given Cole’s ray sphere exposure and power transfer with Lucy which might make Coles power difficult to absorb but that’s just conjecture.
Not to mention how Delsin has to go out of his way to switch what powers he wants to use, so in a city environment he'd only have access to a couple of his powers (mainly the main four) which Cole can take out sources of two of them, like how Delsin did to Fetch in their fight with the neon, Cole can take out Neon and Video. And with how Delsin isn't exactly skilled with his massive arsenal, just capable of the basics while Cole knows the ins and outs of his power. Even being able to Control how many Watts he puts out. Delsin gets stomped due to how unskilled he is, and how inconvenient switching is.
