Next time you get a new phone, refuse to have your dad set it up, and use a different Google account. Save all your passwords and data to that account beforehand, and you should be good.

Okay, so basically what you have to do is see that first clear cache and then clear data.
And now after you clear data, DON'T OPEN THE APP INSTANTLY! wait for 5-10mins(or more if your phone is old), then open the app. Like that, the app will not take much time to open.

Unfortunately, Google is very quick to respond when it finds out there is a vulnerability. I have tried this on my phone, and it seems that Google fixed the problem.
Furthermore, the parental controls app itself, is about as impossible to remove as a virus that you've given admin permissions. It has disabled a TON of settings, to ensure you can't uninstall it, and it goes as far as to disable DEVELOPER settings. This means you can't root your phone, and if your phone isnt rooted, you won't be able to have complete control over it - such as the bin folder. If you use a terminal emulator, you can't do much, as there is no superuser. This means it's almost impossible to remove, unless you have rooted your phone beforehand. I suppose it might be possible in some, extremely complicated way - which i assume only the best of the best could remove... Anyways, good luck to you all.
