Removing Barriers: Converting Culverts to Bridges for People & Wildlife

  • Undersized, damaged, aging culverts can limit access to important stream habitat for fish and other aquatic organisms. They can also seriously affect transportation if a culvert fails or negatively impacts the road above.
    Replacing a culvert with a larger, more suitable structure like a bridge is a win-win for fish, water quality, transportation, and the economy. At Peterson Creek, a tributary to the Miami River in Tillamook County, Oregon, upgrading the undersized, perched culvert improved access to 6.2 miles of upstream habitat for ESA listed coho salmon, as well as Chinook, chum, steelhead, cutthroat and lampreys.
    The project also creates substantial transportation and safety benefits for the community by improving the Miami-Foley Road alignment and elevating the roadway above 100-year flood levels. Miami-Foley Road is a critical transportation and emergency route for Tillamook County.
    Tillamook Estuaries Partnership has been working directly with Tillamook County Public Works to implement the Peterson Creek Fish Passage Restoration this summer, which is a Salmon SuperHwy Priority Project.
    Trout Unlimited, NOAA Fisheries Service, Oregon Watershed Enhancement Board, Oregon Department of Fish and Wildlife, U.S. Fish and Wildlife Service, and the U.S. Forest Service have provided funding and in-kind support for this project.

    One of the fascinating hydrologic aspects of the culvert was its effect upon the larger river that the stream flowed into. Much like air forced through a straw, the water flow from the culvert formed a faster higher pressure flow that created a "scouring" effect downstream of the river, altering the rivers overall flow pattern and bottom structure.

    Nice to see the culverts coming out, Here in Alberta many such projects are underway or have been completed to restore natural flows and migrations to rivers and creeks. nice work guys keep up the good work.

      This makes me wonder what Newfoundland's situation is like. Where I live we have a salmon ladder near by. But we've been building damns every few decades and I fear not being as fish friendly as we should be.

    Great that the salmon can now pass, but I'm very sad to see at 7:08 that virtually no shoulder was provided for anyone not in a vehicle to use this brand new bridge. This bridge will likely stand for a century and will for its lifetime be a barrier to humans outside of vehicles, ironically similar to how the culvert was for the salmon.

      Hopefully this bridge is for the salmon and not for the heavy trucks loaded with timber cut from the mountains around Miami River.

    Some places use rectangular section pre-cast concrete culverts, to keep the construction time down but still keep the flow velocity low.
    Mind you, I don't know anything about how the soil/rock geology determines whether that's feasible.

      Most places in the Portland area of Oregon use that form of Culvert. Though here, they use it specifically "prevent flooding", and no other reason. In the hood where I grew up in Aloha, there is a creek called Butternut Creek that runs through it, and they exclusively have used concrete rectangle culverts since the mid 2000s as the homes built near and next to it would often experience flooding, thus the roads would become impassable for a few days to a week or so at a time. But you can clearly see despite the lessened impact on velocity, they're still altering the overall pathing and health of the stream.

    Good luck with the continued replacement of culverts. Let's hope that it just becomes systematic, identify or locate a culvert, put it on the schedule for replacement. NO need for studies, just do it when funds become available, funds which should be part of scheduled road and culvert maintenance.

    Very interesting to see! I have a culvert at the base of my property (near Clatskanie, Oregon) and I'm curious what your process was to get the different municipalities on board for the project. Also curious if there is any way to see if a given creek has historically had salmon/trout runs. I don't see fish in our creek these days, but it's a year-round creek that has more than enough flow for them and it would make me extremely happy to see them reintroduced. (I've also been looking into relocating beaver to our property.)

    Full respect and admiration for your work. I wish you success. I hope it leads to other ares doing the same thing. Unless it's for storm drains, metal culverts should not be used.

    Integrity of the Bridge is, of course paramount, yet upstream responses could impair the Bridge with very high flows, and additional debris or bank collapses, large woody debris and bedload to test its span and clearance.

      My only concern is the lack of any vegetation on the loose rock, gravel & dirt embankments at the base of the bridge structure. Over time, that will get eroded pretty heavily without some kind of natural reinforcement like grasses and small ground-cover and shrubs.

      ​@@TheCriminalViolin The bridge is ancored with deep piles. A lot of material can be eroded before there is any danger to the bridge. And if it's a healty stream you will have erosion, but also new material coming from upstream.

    This culvert replacing is such a good program! The salmon need access to habitat , including the upper Snake river in central ID. Free the Snake!

    With its stunning Views and amazing diversity of Species which rely on riverine/stream based inputs, outflows, to redirect Opportunities for broader Transportation requirements to withstand existing Requirements as to, also, afford release of flows to contribute to yearly recruitment of Anadromous fish Species and should also allow for Class Arthopoda, crustaceans, wetands diversity and functioning continue to process anadromus or migrational patterns of existing organisms to reproduce.

    I've always thought culverts are just cheaper than bridges. It's a lazy way to allow water to travel. So glad that more and more my species is considering the needs of other species. Thank you.

    Be sure to monitor for large woody debris flows that might be possible to destroy or disable Functions, or see that Maintenance and Pre-highwater peaks are reviewed for such Inputs or dialogue and the immediate Affects on Structure's Inegrity.

    The water volumes of upland drainages, creeks, gulches or Individual inputs, necessitates the hydrological flow cycles inferred by Historical and Natural Records which need to oversight as new Conditions scour and deposit in various reaches of the downstream reaches.

    So you’re telling me you have to drive 90 foot plus piles to foundation for the bridge and that’s as cheap or cheaper than a culvert? Sounds like a lot of creative finance.

    Bridges are much more costly to build and maintain than culverts. I would rather see a culvert anywhere it is possible to eliminate bridges. This idea of bridging culverts may sound like a good idea when there is grant money available for the new build, but road departments never have the budgets needed to adequately maintain the bridges after they are built. A six foot culvert may cost under $10,000 to install. That bridge will be in the hundreds of thousands.

      ​@@MFgr8 i'm pretty sure you can design a culvert without creating a barrier. Choose a slightly bigger one, make sure there is a threshold downstream to always keep a sufficient level of water without a drop, allow for some sedimentation, don't build it too long.
      Should fix all the issues without needing an expensive, non-recycleable concrete bridge with huge piles driven right through the formerly undisturbed water-guiding sediments that make up the riverbed.
      It's not like building a bridge won't have negative impacts.
      No solution fits everywhere, and actively thinking is much more useful than just knowing.

      If the culvert is big enough, it doesn't really make a difference, does it?
      You can allow for sediment, low velocity and a minimum water level even with a culvert, unless i misunderstand the word culvert itself.

    biggest scam i have seen in a long time (we were able to save 2 coho juveniles -- most expensive fish per lb ever) same two i caught one year later for dinner. Note all you had to do was turn the elliptical shaped culvert on its flat side and the velocity would be less , by the way during flood season such restrictions hold up water flow -- you know like beaver dams. we are trying to restore. do salmon successfully jump beaver dams? we must destroy all beaver damns! I can see it now
