His canon can destroy enemies like Hanzo, Widowmaker, Genji, Lucio, Symmetra, and Mercy, and he can easily chase them down with his jump ability (which also deals damage if you land on the target). It's also a bit misleading to judge his shield's strength against a Bastion AND Tob's turret. I mean, even Reinhardt's shield can get shredded pretty quickly by Bastion's high DPS. Lastly, Winston's Ult is also meant to disorient the opposing team by knocking them off and away objectives, not to deal a crazy amount of damage.
Yes, because Winston's job is meant to harass/confuse players and to get rid of flankers and backline heroes. If you pit him against characters with high DPS and/or large health pools, he's going to lose most of the time.

He was without his team and going up against a character who is strong against Winston. Now once did he show a moment of gameplay against tracer or simmetra. +Spring Trap Winston is good at attacking 2 enemies at a time or isolating 1 specific enemy. The cannon has a chain reaction which enables you to damage multiple people at once. It is also good at taking out Symetra's turrets. Using the jump pack is good for getting away if you're about to die. For instance, if Mei tries to freeze you, you can get out of the way, or jump behind Bastion because Bastion's weak spot is on his back. The Shield is good for protecting teammates; on the payload for example. His ult is good for knocking people away from you and creating distance or clearing out the area. I admit, his range is pretty bad, but it is good for overwhelming people like Hanzo. Even though you're a big target, when mobile, it is hard for Hanzo to kill you because the cannon does a lot of damage when up close.

Winston is actually quite decent of a Hero. Here is the deal. You're hitting people with armor. That takes off flat 5 dmg pr source. So on a pharah rocket it's very little but it'll reduce tracers dmg from 7 per shot hit to 2 which is HUGE. Same with winston. When hitting diva or torbjørn you're literally useless ^^
Can i just point out that one of the best teams in the world have a almost unbeatable combo with 2 winstons, plus he is the 2nd highest pick rated tank after reinhartd in higher lvl gameplay. Dude its c9s strats xD and cloud 9 is like one of the better competitive overwatch teams. I've watched almost every single competitive overwatch video and i cant remember c9 loosing with double winston. Tho its not so often they play it cuz its often not needed with 2 tank heros.

You can say any character is good if u think about his good sides and see sick plays. But how often do you do them and what are the down sides and does it match up for them. I think Junkrat is good for defending objectives mainly, so maybe on KOTH maps or defense on payload hes not that bad, but offense payload hes pretty awful cuz u cant really aim ur attacks and most times u end up not hitting anything or at least not being able to finish of low health heroes and in the end u do nothing. But his ult is really good if u know how to move with it correctly, most times u get at least one kill, and other times a lot more.

To do more damage, just use his melee. The tesla cannon is good for multiple targets after you have already jumped on them and used your barrier.

You can say any character is good if u think about his good sides and see sick plays. But how often do you do them and what are the down sides and does it match up for them.
I think Junkrat is good for defending objectives mainly, so maybe on KOTH maps or defense on payload hes not that bad, but offense payload hes pretty awful cuz u cant really aim ur attacks and most times u end up not hitting anything or at least not being able to finish of low health heroes and in the end u do nothing.
But his ult is really good if u know how to move with it correctly, most times u get at least one kill, and other times a lot more.
