According to the Civ Wikia, it's based on music from the Nahuan people, who apparently speaks a (probably mostly evolved) version of the Aztec language. Thanks Google.
I think it is based in the scale of notes that rescued archaeological flutes can play and the rhythms of modern native ceremonies in Mexico. It also sounds like dramatic music from old Mexican movies and American Westerns was added, specially to the industrial era theme.
Idk, it personally doesn't make much sense to me, it would go like Ancient: Olmec - Classical: Teotihuacan - Medieval: Mexica - Rennaisance: New Spain - Industrial: Mexican Empire - Modern: Mexican Republic: - Atomic: United Mexican States - Information: Mexico - Future: Septentrional America

Pero este no es Moctezuma Xocoyotzin (Moctezuma II), es Moctezuma I, y a diferencia de Moctezuma Xocoyotzin, este si fue bastante belicioso, eras diferentes. A Moctezuma I no le toco la llegada de los españoles, y en toda la franquicia de estos juegos, siempre ha sido Moctezuma I el lider de los aztecas, no Mocetzuma Xocoyotzin. Ademas, no hay manera de saber como fueron ellos exactamente, ya que no hay una imagen que los represente con caracteristicas iguales. Vean al Moctezuma de civilization V, bastante cambiado.

I keep the Aztecs as one of the civs in all of my games just so that i can listen to this song in all of them
When i find aztecs in my game, usually they don't last after the renaissance just like the real ones xD). Moctezuma loves war but i'm better at that.
