Honestly man, it sounds like you're nostalgia tripping. If that's the case, just don't play. The game is way too time consuming and more grindy than you could imagine. If you played a few years ago then I'd say different, but OSRS is not 2007 Runescape. It is in essence but not actually. The experience you had 18 years ago will not translate.
If you're gonna play to pk just make a baby pure 50 attack 70 or higher range and 70 or higher strength 1 def and prayer maybe 13 or 35 depending if its worth it. You can do waterfall quest to get 30 attk and str quick and I think there was one another quest that gave like 14k attk xp for some free levels (think it was fight arena). After that just get 50 attack and 70 str at sand crabs and you can just afk range with a dwarf cannon until 70 range pretty quick. Depending on how fast you can make money or maybe if someone gives you some starting cash you could get this account in under 48 hours probably. If you're gonna be playing for nostalgia just play however you like. No need to rush things.
