Why do you need fatigue test on CTB or CTSB? There is no application of this test in design of a pavement. I think you are confused with Cumulative Fatigue Damage Analysis of Cement Treated Base. Sir for determining the OMC the density of the cube has to be find immediately after pouring the concrete in the cube mould and by varying the water content or it has to be done on the next day of casting the cubes for each water content.

You should find it after casting, because there will be no moisture loss. Calculation of Dry density will require moisture content

I have not seen the foundation design report for Ram temple. Cannot comment
