An engineer is never “wrong”. They just always tend to overcomplicate things. Never could understand if something is working fine and correctly for years, why a design change “is needed”. Keep it simple!!
Doug I can feel your pain. I worked for a general contractor for 38 years. When you dealt with the state you always found different rules. I would bet if you went down the hwy and got a different inspector on site it would be a whole different problem. That is why road contractors constantly pulling their hair out.
Oh boy...I can relate to Chet's conversation. I had a garage that was supposed to go up this fall...now here come winter and the workers didn't show up after the concrete was poured last week! I don't want winter so soon! I can relate to Dougo's road building project, too. I bought my house late summer and found out after the purchase that the road was rebuilt this spring in front of the house and all of the 100 yards of landscape sprinkler irrigation heads that had been on the property along the road for 15-plus years are now paved over with asphalt. The road got shifted toward my house when it was rebuilt and the sprinkler heads did not get moved.

My dad worked for UDOT and he complained about the red tape that he had to dill with and he was the supervisor over the roads. I know that the people who set policies are not the people who fix the problems and they don't understand how difficult they make it for use to fix their problems. We feel the struggle.

It’s not just there in MN….TX DOT finally cleaned my bar-ditch-first time since 2002 and they made it uphill to the creek. Water now flows opposite direction and ditch floods. I bypassed any paperwork and was tired of calling and dug a trench with my box blade. County drainage man stopped and watched for a while and I was waiting for a discussion, but he left. I was ready with their line “state highway and we have nothing to do with it”. Nice job by the way.

Repaved a 2 lane highway a few years ago near me in Ontario Canada. In the winter when the sun is low, you can see the waves. When you start driving on this section, it feels like you have a wheel bearing going bad. This was from the get go.
So in other words the state engineer never should of signed off on the ditch grade when it was built. The swamp comes in all shapes and sizes, what a mess
They built the road higher and covered the tile outlets. The liability is MN DOT, they should sue the contractor and have it fixed. That a ditch under state jurisdiction doesn't drain the landscape is not a thing in the real world - only on a map . A Farmers collective should sue MN DOT to get it fixed.
Probably the highway crew was a lowest bid contractor. It is a wonder they fixed the tile outlet at all and didn’t just bury it. No chance they would add more work to their plate and redo it right. They also probably were not subject to the same inspector you were, so they didn’t know it needed to be done differently.
That’s the Government for you everything is assbackwards with local, State, And Federal Government. They expect all taxpayers to pay for their mess ups. Apologies for the somewhat foul language. Sorry you all are going through this. #MakeFarmingGreatAgain
The Problem was the Contractor. They are follow a Budget. If they go over then less $$$ in there Pocket. This is why they cut corners. We see the same thing up here in Canada. God Bless.

It wasn’t their responsibility to fix it. The contractor fixed the damage on the outlets and put them in the State Hwy right away which the state doesn’t allow so Larsons had to fix what the contractor screwed up. My state of ND also doesn’t allow tile outlets in the State Hwy right aways.
Neat to see the coyote tracks sure they're look for a pheasant dinner. Are friends in Nelson always send us pheasant pictures. Glad you got a digging permit when I worked for Koch Pipeline a farmer with a backhoe hit a 8 in ammonia line which wasn't pretty.

We dont get below freezing but for a couple of times a year,and it usually doesnt last for more than a day or two.
