My 35 TFSI 150 HP can reach 230 kph. Normally you have more than 150 HP. It can be 160-170 HP

Maybe due to winter tires. Some manufacturer's do this.

Or it's because of the fuel saving tyres. For some Audis, you can choose optional fuel saving tyres, which are limited to 210 km/h.
I think without it, this A4 should do around 220 km/h.
