For a prefecture trying to promote what remains of its natural beauty they also are hell bent on destroying what's left of it. There's a contradiction there. Kagoshima is at the mercy of the mining, concrete and construction industry, and in political circle of Kagoshima it is well known that the construction lobby comes first, then the political will. Hopefully this will change before they obliterate the last beach village in Amami with no seawall and with a natural river mouth, and many other places targeted with ill conceived public works projects.
