I would just say that probably the reason why this movie didn't clicked in was because it doesn't have the dramatic effects like BS1 has and that the storyline sucked but the fighting choreography are better than BS1.
I think bloodsport 2 was released/made in a time (1996) where studios started to put little money into our 80's style action movies. The fighting scenes are actually a lot better than the first BS but Van Damme, Paco, and Chong Li are really good to watch.
