No he literally means sampling real music and using it for your own. One example of this would be his use of taking the pad used in "CiM - Shift". If you look that song up and listen to the very end pad you can recognize Synkro sampled this and used it in making the song "Acceptance". Djrum does the same thing - taking bits and pieces of other producers sounds and using them in his own music.

If it is an artist from a larger and more commercial label then it might be harder to get permission. Really what it all comes down to is how protective other artists want to be about their sounds. The labels might also have a say in this (as they technically own the artists music once it is released) but I couldn't tell you for sure.
