One could argue that Gothel, while not a twist villain to the audience, serves as one in-universe. Rapunzel doesn’t realize how horrible her mother truly is, at first, because she’s been raised by her all her life. Plus, Gothel is able to conceal her moments of weakness as moments of tough love. It’s Rapunzel who has to discover the true evil of her mother.
I think it's also worth noting that, originally, she didn't even want to kidnap Rapunzel. She was just contend to take a lock of her hair. Only after she realized that she couldn't detach the hair from Rapunzel without it losing it's power did she turn to kidnapping.
In my opinion, Gothel felt like a combination of both Frollo and the Evil Queen from Snow White. Frollo, because both kept their respective adopted children in captivity for so long, well into adulthood and brainwashed them into ridiculous beliefs. And the Evil Queen because both are vain and envious of other people's beauty and/or success so both resort to using magic or dirty tricks to get their way.
I like that you pointed out that Mother Gothel had some positive qualities, as I've had that opinion for years now, but was never able to pin down where that came from. Now I know.
She's already horrible in the movie but the tv show somehow made her movie version look tame as she abandoned her own daughter for her selfish need to stay young.

If it finds a slightest ray of sunshine, it destroys it.” But I say that she’s one of the prime examples of how cruel the world can be. She wanted to Stay physically young and refused to except the fate that she’s gonna grow old and die eventually, she was consumed by greed and lust over her beauty instead of Rapunzel’s and others well being. If there’s one thing that Mother Gothel taught us is that no matter what we do, where gonna die eventually so we have to live life to the fullest and not let anyone or anything take that away from us, cause people in this word can be selfish, cruel and greedy all because they hate they life and is envious of the stuff that we have and they don’t.
