To avoid the dog poisoning thing I would say the dog owner should have been more respectful of the neighbors. I have 4 dogs I would never leave my dogs to live permanently outside. That’s cruel in itself. And with training they can learn to control the barking. Most of the time they’re barking because they don’t like being left outside ! Dumb people. But I’m glad to know the dogs didn’t die.
