I don't have this puzzle, but I'm guessing it's similar to how I solve my 3x3x7 with the thin layers. Do a corner swapping move like the last layer of the 2x2, on this puzzle that will exchange some 2x1x1 columns. Then, turn the very top layer, and then undo that corner swapping move. If you plan everything right, that last undo can also fix your very top layer.
Pretty sure you already solved it before uploading this video so I hope you don't mind me sharing my method. It might help with future cuboids. Just like you noticed, the end pieces are connected to the middle pieces and will move with them. What this means is it's possible to solve two layers at once because you're applying an alg to both layers.
So what I do is solve just one of the middle layers. I then apply sune and anti-sune to orientate the rest back into it's normal shape and after that it's pretty easy to solve the bottom layer adjacent to the solved middle layer. This leaves the top two layers unsolved but everything is orientated correctly. At this point it's possible to do the headlights alg and solve those two layers at once. Sometimes the layers don't match up, like one layer might have no headlights while the other layer has a pair. If that happens it's easy enough to put headlights to the left side instead of the back so after the alg it's still not solved but now both layers will match with one pair of headlights and both can be solved with one more alg. After that I swap the white and yellow sides if they need swapping and that's it.

I honestly think that it would make more sense to put the 2x2x3 (Tower Cuboid) as a step between the 2x2x2 and 2x2x4. What you currently have is a 2x2x3, which as others have noted, is quite simple to solve with 1 algorithm that can be derived with little effort.
Interesting! I did have to make an algorithm (as you might see tomorrow), but that makes sense!
What is the second 2x2 algorithm you used to orient corners for second layer of inner 2x2?

You gave me some good insight by pointing out that the 8 corner pieces are unique, but the 8 edge pieces are not unique. The 8 edge pieces are actually 4 edge pieces with each one having a mirror image pair. Furthermore, you pointed out that the edge piece forces the corners to be where they are. I was able to solve this without using any algorithms. Using intuition works better than algorithms for me.
After spending many hours trying to solve this puzzle, I got real close several times, but never solved it. After watching your video you gave me great insight. Within 2 hours I was able to solve it.
Now that I have it solved, I am working backwards to see that there are many ways to solve it. I use my own notation and none of it uses "prime". If you orient the brick so you see 4 rows, there is no such thing as "prime". My notation involves rotating row 1 up, down, or 180. 1u, 1d, or 1(2). The same goes for row 2, 3, and 4. Face moves are always 180 degrees, otherwise the brick will change shape. There is no such thing as F or F' because that will change the shape.
I never treated this brick as a 2x2x2 and used any of those algorithms.
I also now believe that you can solve this puzzle without ever having to leave the "cuboid" form, which I call "brick" form. But, I will say that I have developed some interesting move sets by shifting to what I call a TEE to a SPLIT TEE then to a SPLIT BRICK and then back to a BRICK (cuboid). Those moves are "shape shifting" as you call it, and are not necessary, but once you see the pattern, they are quite helpful.
I might be wrong about not having to leave the "brick" shape, but I cannot prove it yet.

Gooberus Goober if you want one I recommend getting a "QiYi Sail" because is cheap but turns nicely, so it's better than a Rubik's brand even if you don't want to speedcube
